Looking at the settings, there is: forward_auto_discards = 1
(not sure where to find it in the UI).
Could setting this to false/0 be a solution ?
its under privacy/sender filters "Should messages from non-members, which are automatically discarded, be forwarded to the list moderator?" automatically discarded here means "known spammers with fixed sender addresses", not spam.
