Refactoring vdsm yaml
1.Keep all excludes in the commons to avoid
errors and missing or unneeded permutations
2.Removing fc24 publishing for master nightly snapshots
should be replaced by fc25 gradually by project
owners.

If vdsm maintainers don't think fedora builds are a priority for
master
and not working towards restoring it, then I guess we need to drop fedora
support for master until this decision is made.
I saw mixed thoughts on the devel list on what should be supported or
built for master, so until we have a final decision from maintainers, no
sure what action item we can do here.
