Infra doesn't create branches for projects, that is done by each project maintainer and you should already have permission to do it in gerrit.
Just create a local branch and push it.

Also, according to https://gerrit-review.googlesource.com/#/c/52500/ there should be ssh command "create-branch" which I assume don't have access to. Please advise, thanks.
