i agree this doesn't fit with any of the current repos. but i suggest splitting it to ovirt-hosted-engine-bootstrap to cover deployment parts, as there may be additional parts to hosted engine (ha, etc.) so name should be more granular.

bringing up repo discussion again, ovirt-hosted-engine-bootstrap sounds good - though i don't see the logic in splitting it, since it should come with the same rpm.
I expect several rpms/packages for the logic of this. the bootstrap rpm should require other dependent rpm's as needed.

after hearing few comments regarding the use of the term bootstrap, i think we can be consistent and use the name - ovirt-hosted-engine-setup
