The `poll-upstream-sources` jobs are the last kind of STDCI job that do not yet have pipeline-based implementation. This has not been done so far because pipelines typically once in the project lifetime and then run in response to user SCM events. The poll job OTOH may need to be created and removed in response to user changes to the STDCI DSL.
