STDCI only build projects that release one of the queues during build-artifacts, otherwise, it's pointless to build. If one needs a "manual" build, he can do so by asking STDCI to build via "ci build please". Regarding the poll-upstream-sources message - It's unrelated to this case. It means what it says: STDCI couldn't find any poll-upstream-sources stage (which is true - the stage is check-merged/build-artifacts). In any case, currently, we don't support for GH poll jobs currently (at least not automatically sending a PR).
