This is a duplicate of OVIRT-1447.

It was planned to make CQ report to Gerrit all along. We're just not enabling that until we decide that the infra/race condition failure rate is low enough that developers will not start ignoring it.

It might be useful if Change Queue failure reports, and perhaps also
successes, be added as comments to the relevant gerrit patches.
Perhaps even mark -1 on failures, for visibility, even though they are
already merged and it does not mean much.
