As 'latest' isn't a fully functional repo, some packages might be missing there. This may cause upgrade jobs to fail, when the newer version (e.g., when upgrading from 4.0 to 4.1) has some new dependencies, and those dependencies were not installed when the 'base version' was initialized. The solution is a fallback repo to the official release, after the engine-setup of the 'base version' is completed.
