On several servers I've seen failures to start postgres after VM reboot:

the temporary directory does not exist:

It is defined in systemd configs however:

d /var/run/postgresql 0755 postgres postgres -

We need to identify why systemd does not create this directory as it requires manual work
to bring such VM up.
