update: replace epel repos in engine setup-upgrade jobs with ovirt proxy

Yes, the error happens I think from Friday, but only some slaves (my theory), because sometimes you are lucky and upgrade job finishes fine.
We have a ticket to mirror it to resources.ovirt.org, but we need to extend disk space there before we do it.
