Every user can abandon patches that are not his

Hi, I've discovered that every user can abandon patches even if they are not his, here's an example of Shani abandoning my patch which shouldn't be allowed: https://gerrit.ovirt.org/#/c/77919/

Hi Tal, The current configuration allows only the 'registered' users to abandon patches. I released a patch [1] to change it to 'Change Owner' instead.
