I think the workaround is to add
oreg_url=registry.access.redhat.com/openshift3/ose-${component}:${version}
to your inventory for OCP external and
oreg_url=brew-pulp-docker01.web.prod.ext.phx2.redhat.com:8888/openshift3/ose-${component}:${version}
for OCP internal and
oreg_url=docker.io/openshift/origin-${component}:${version}
for Origin
