you need to be more clear on your question it seems very general :) do you mean, if the engine is down will power management still work? If so, than the answer is no and with good reason... (lots of them actually). starting from the simplest - if the host reboots and the engine is down, most users will not know how to restart the vms without the engine. even if you do know how to start the vm's without the engine, once you restore the engine, there is a chance of split brain.
