all you said is valid and code satisfies it, except for that free mac method. I cannot
tell you the reasons behind this, but MacPollManager was designed to be able to work with
MACs, but differentiate among them only inside. Client code cannot say neither
"release this mac as a user specified mac" nor "add this mac as user
specified one". Only "free this mac" and "add this mac".
Responsibility of deciding is upon pool implementation. I do not think is a bad way,
though.

What you can currently do in the released ovirt versions is:
assign a custom mac to a vm nic, which is not part of any configured
mac pool.

and whats also a must: have the same mac pool ranges in different
DCs.
