Hi, is there a way to set the default domain in the user portal drop
down menu?

Generally it is alphabetically sorted. But if you use recent
oVirt (what is your version, quite important info) you can
define "name" of this domain profile.
In 3.6 check /etc/ovirt-engine/extensions.d/ dir.
