you can only define one. It's not meant to be a guest user management tool.
By the way it's not a a cloud-init limit, there you can define more than user:

Michal, are you working with plain password or with salted hashed ones?
I had some experiment on hosted-engine with strange results on that.

it was a specific request for cloud-based images. It only makes sense on
templates where you've already initialized root or sudo
