currently admin@internal is the only "local" user for oVirt. If you need other
users,
you have configure LDAP/Kerberos environment and this environment can be configured
in oVirt using engine-manage-domains tool.

AFAIK, there is only admin as local user.
There is this one in development that seems already usable (not tested yet by
me personally):

This feature has never been implemented and related patch is abandoned.
