You can upload your ISO into a data domain and attach it to your VMs.

Iso domains are deprecated since oVirt 4.2. The ovirt-iso-uploader tool
has not been released in oVirt 4.4 and it's not maintained anymore.
Can we provide a wrapper that will upload the ISO using image transfer,
keeping
the user experience similar or maybe even transparent?
A wrapper can use
python3 /usr/share/doc/python3-ovirt-engine-sdk4/examples/upload_disk.py
... --sd-name my-data-domain /path/to/iso
