We do not allow swapping in general. The reason is that it kills the performance of all hosts. As you were able to see in our code (0 is the default config value we have) we expect the following expression: swap_total - swap_free - mem_available) * 100 / physical_mem_mb) <= 0 And in your case we see the value is > 0. This means that swap_total < (swap_free+mem_available) or in general your host is swapping. Since the host is swapping, we do not allow to run a VM on it.
