That message should be changed so it becomes clear that there is a problem with the configuration. Speaking as an admin these kind of cryptic log entries are really frustrating to deal with.
please open a bugzilla and suggest a more descriptive error. (as always, even better if you also send the patch to fix it to gerrit)
