oVirt is using cinder services, not managing it. You should try to get help
from cinder guys about cinder deployment.
For the next version we are planning to provide a managed cinder appliance,
so you would not have to deploy anything but ceph.

Hi Gaetan,
Ceph is supported in ovirt 3.6 via cinder. You can try the current beta
build if you are brave.
