Hi Harry,
you'll also need to make sure they don't have roles on a higher
level object (datacenter, cluster) since it is hierarchical and they will have it applied
to all the VMs below it.

In Admin portal go to VM detail -> Permissions -> Add
Change profile in Search first box if needed and click Go. List of users
should appear. If needed change the Role (default is UserRole that can
only run the VM, not edit or create snapshots)
Select the user and click OK.
