Find the file (should be in /var/lib/pgsql/data)
Find lines in it with 'ovirt_engine_history'. You should have two, like these:

host ovirt_engine_history ovirt_engine_history ::0/0 md5
------------------------------------------------------------------------
Duplicate them, put the duplicates right below the existing ones, and
edit the duplicates, replacing the _second_ occurrence of 'ovirt_engine_history'
with the user you created. E.g.:

host ovirt_engine_history ovirt_engine_history 0.0.0.0/0 md5
host ovirt_engine_history ovirt_engine_history ::0/0 md5
host ovirt_engine_history ro_user 0.0.0.0/0 md5

Then 'systemctl restart postgresql'.

Are you doing this as root? Please try to do this from OS user 'postgres'.
