Just to followup on this, we were able to use noVNC after installing the CA as outlined
here:
On Windows, however, we found that we needed to import the certificate as an Admin using
mmc.exe rather than using the browser's settings.

This is getting pretty urgent for us, so any help connecting to the console of VMs
running on EL9 hosts would be greatly appreciated.
