Hi Ryan,
1 quad core cpu might be enough - maybe you have to use a second one - depending on what
application you're running and activity of your users.
Also keep in mind that KSM (memory overcommitment) requires cpu power as well...
For graphics use the onboard graphic card of your server, as graphic processing for spice
isn't done with the graphic card of the server but on the client if the client is
powerful enough.
I realised a few desktop virtualization project with RHEV and we have best experience with
thin clients from IGEL:

We use UD5 thin clients per default which are powerful enough for 2x 192x1080...
