If it's already enabled there's no need to run it again. I looked at
the doc again now, and it's slightly outdated, since 4.4.8 we add the
required openstack (victoria) and ceph repos automatically

cinderlib (Managed Block Storage) does not use openstack at all, we have an example of
how to add ceph in the feature page[1]
and docs have instructions on how to set it up[2]

cinder uses an actual openstack environment setup with cinder, cinderlib does not require
it

yes, we support ceph via cinderlib, so in theory any vendor with a storage driver for
cinder can work, but we only test ceph
