We need to understand what's the status of your vdsm agent.
So first of all, take a look in /etc/vdsm/vdsm.conf and
see if it's there and properly configured.
Use this as a reference if needed:

[vars]
trust_store_path = /etc/pki/vdsm
ssl=false
[addresses]
management_port=54321
====================================
Once you have this set, restart the vdsmd service and
check its status. If there's an issue, please submit the
vdsm log to the list.
If it's running, look for errors in the engine-core log.
Let us know how it goes.

i resolve the problem.
first, configuring vsdm is still non responsive state.
but, i don't use NetworkManager service, use network service with ifcfg-p5p1(eth0 or
em1).
then set maintainance and reinstall,
i success to "up" state!!
