yum install libcgroup-tools on fedora then run libcgroup to check it.
I have confirmed the cgroupfs did not mounted.
You should make
sure cgroupfs is mounted firstly, I'm not sure whether
it can be automatically
mounted by ovirt, and then you can successfully create a libvirt
sub-group in cgroup.
