I have some experience about ovn and dpdk, but I can't make ovirt supporting dpdk according the instruction in https://blogs.ovirt.org/2018/07/upgraded-dpdk-support-in-ovirt/;

In the meantime, an additional step is required: dpdk has to be enabled manually in the vdsm.conf on the host: https://github.com/oVirt/vdsm/commit/ce1231d128f19b47c4b8c04bdb19f9d6f126857...
