what is your version of runner and runner service?
rpm -qa "*ansible-runner*"
It is a bit strange that the
/var/log/ovirt-engine/ansible-runner-service.log does not exist.
From which version did you upgrade the engine?
Have you run the engine-setup after the restore?

Unfortunately the file /var/log/ovirt-engine/ansible-runner-service.log
doesn't exist.
