I faced the same issue this week where jpackage.org isn' resolvable by some DNS servers, but e.g. google DNS (8.8.8.8) can resolve it. As I temporary fix I added the ip to /etc/hosts: 195.154.230.235 www.jpackage.org

German mirror works fine, but if you're doing a fresh installation the GPG key can only be retrieved from www.jpackage.org...
