I currently installed ovirt-guest-agent RPM on CentOS 6.4 64bit guest (latest).

<alias name='virtio-serial0'/>
<address type='virtio-serial' controller='0' bus='0'

<address type='virtio-serial' controller='0' bus='0'

Yes, it seems virtio-serial has been attached to the VM.
I installed python python-devel packages on this VM.
Do I need further packages for this virtio-serial dev ?

what are your exact versions, of OS on management and compute node?
Which EL6 version do you run in a vm?
We run ovirt-engine 3.2.3 and our CentOS 6.4 guests have virtio_serial attached.
did you check with virsh dumpxml that it's not present?
