Well fair enough for people who want to install it.
But people who have it already installed will see their yum update check commands etc
break, which means we can’t update to latest 4.1 anymore, and we get errors all over the
place.
I think that if this is the case, the repo URLs should be set not with 7/ but with
7.minor.version/.

oVirt-4.1 is not supported anymore, so no-one tries hard to make sure it's
still installable.
Above site currently has only 3.10, 3.12 and 4.0:

No idea if a direct replacement can be:
https://buildlogs.centos.org/centos/7/storage/x86_64/gluster-3.8/
but you can try.
