The engine is configured by default to use 1GB of HEAP. It won't take more than that, so it won't show as using too much memory on the system monitoring. The engine log mentions OutOfMemory errors caused by excessive GC, and the Exceptions that follow are related to OutOfMemory situations - so increasing the HEAP size should assist you.

You have OutOfMemory errors. In Java applications, this causes allot of GC
activity, which causes CPU usage to spike. Can you allocate more memory to the oVirt engine?
