I tried also with Windows 10 (not Server I admit) and EST timezone worked for me.
Since windows runs in local time, did you set the hardware clock offset in oVirt for the guest to its local timezone? You have to do that and set the timezone in Windows itself. ovirt is going to default to use UTC offset for a guest.
