Wouldn't it be possible to write some matching rules in:
/etc/udev/rules.d/70-persistent-net.rules
maybe leverage cloud-init (or your own script) and payload as a
workaround for now.
maybe worth solving this via cloud-init/payload as a built in solution.
for your template so you would have it consistent. Mind that you should
not rename to the kernel eth namespace.
