Yes, she had, there was a bug on upgrade for pg 9.x (f18 defaulted to that) Anyway, this was merged already upstream http://gerrit.ovirt.org/#/c/10778/ You can fix and rerun the upgrade again
After fixing you DB issues, can you tell me if you have host in status up, I don't see any network related issue in the logs.
