this one isn't a bug - its supposed to be empty, so the first host added will set it
based on its cpu type.
question is probably specific to hosted engine flow though. sandro?
On hosted engine CPU emulation level is selected while running hosted-engine --deploy.
CPU type on default cluster is then set based on the selected cpu type using SDK, after
the host is added to the cluster.
