In the case when you pull the plug it should be driven by ENGINE_BAD_HEALTH_EXPIRATION_SECS
Actually, if you pull the plug, then the other host will detect that the other host is not responding after about a minute. And then it will try to start the VM.
Pretty sure iscsi is not available for now, only NFS.

There is no config file, but if you really want to change it, then you can play with the values in:
/usr/lib/python2.6/site-packages/ovirt_hosted_engine_ha/agent/constants.py (or python 2.7 depending on your setup)

Technically yes, I believe there's a 10 minute or so delay before it'll come up on the other host. Pretty sure iscsi is not available for now, only NFS.
