Did you get past this issue?
I'm having the exact same problem.
I'm not running hosted engine, but the flow is the same.
I added the neutron icehouse repo on my ovirt hosts, and I don't know
where to click to "Install host with the network provider"

That's correct. My guess is that the step 2 will install openvswitch
agent on the ovirt hosts.
Got it. It's in the 'Add New Host' dialog. I just removed each host from
the cluster, and re-added it again.
