I cannot tell you the reasons behind this, but MacPollManager was designed to be able to work with MACs, but differentiate among them only inside. Client code cannot say neither "release this mac as a user specified mac" nor "add this mac as user specified one". Only "free this mac" and "add this mac". Responsibility of deciding is upon pool implementation. I do not think is a bad way, though. There has to be something somewhere in the code.
