is the service up?
if vdsm is down or not installed than the engine will set host status as
non-responsive.
it seems as if there might have been an error during the host
installation? please look at the engine log and you should also have
deployment logs and see if everything was successful.

I had a similar problem. I temporarily disabled SELinux on the
hosts using “setenforce 0”. Let me know if this helps.
