I've tried several suggestions including:
modprobe softdog systemctl restart wdmd.service systemctl restart sanlock.service

What does "grep -v ^# /etc/libvirt/qemu-sanlock.conf" say? Have you tried `/usr/lib/systemd/systemd-vdsmd reconfigure` ?
