Hello, there is multiple ways how to automate creation of external (OVN) networks. First is the oVirt engine REST API [1]. Second is to use the ovirt-provider-ovn Neutron like REST API [2]. For the Neutron API just be aware that not everything is implemented by our provider. Hopefully it helps.
