ansible firewalld module is not working if the firewalld is not running.
In my case the cluster settings is set to 'iptables' so thos was my mistake.
Consider this to be solved ;)

So how to disable iptables and enable firewalld ?
If host-deploy, then it's a per-host/per-cluster option you should
be able to choose in the web admin ui.
