It's called now "Dashboard". It's the default first screen you see after admin login in 4.0, you can't miss it.

If you refer to the ovirt-engine-reports that was available in 3.6, then the answer is No. If that's exactly what you need, you should stay in 3.6 for now. In principle you can setup a 3.6 ovirt-engine-reports machine to work against a 4.0 engine+dwh, it might work, I am not aware of anyone doing this.
