Ok that may well be the case :)
If generated the password as per the instructions with
ENCRYPTED PASSWORD
Postgres is expecting the password to be pre-encrypted.
If you connect to postgres as postgres (psql)
Try
ALTER ROLE grafana WITH PASSWORD 'clear txt password';
