Please check it and i found that the IP which trying to assign from the API using cloud init is saving into the 0000 file but its not updating the conf file. Please check it... The data you submit to cloud-init, gets merged into an iso file by ovirt, which is than attached as an cd-rom into the vm.
usually this is /dev/sr1
try to mount it this way in your vm:
mount -t iso9660 /dev/sr1 /mnt/ then you should be able to see the folder: /mnt/openstack/
inside this folder all cloud-init data should be available in human readable form (most of it is json)
if you do not got this cd-rom inside your vm, this means ovirt was not able to push the cloud-init data inside the vm.
in this case, there should be some errors in vdsm.log and engine.log as well.
