Most of the defaults are coming from the Blank template. You can edit it, just beware that changes are global

FWIW, I created a NIC- and Disk-less Template with the settings I wanted and pointed to that template in my "Small" Foreman "Compute profile", so that I could create a VM in oVirt from Foreman with 512 MB RAM.
