You'd need to provision a VM/template from the snapshot and export it to an OVA. If you don't want the export operation to operate on the active volume(s) of the VM then unless the VM is configured with MBS (managed block storage) disk, the system creates a snapshot first and exports the volumes that are associate with the snapshot to the OVA (so it doesn't use the active volumes)
